tracker-aware repo backpressure now keeps the issue-thread capacity path aligned with the carried tracker authority for GitHub, GitLab, and Shortcut refs, while preserving the explicit safe fallback for trackers that still cannot scan repo-wide issues.

What changed: added GitHub and GitLab backpressure coverage alongside Shortcut, and tightened the tracker-aware comments on the repo-working gate.
Why: repo-engineer capacity decisions need one authority model across reservation, backlog, and repo-working limits.
Tests: ward exec test; pre-commit run --all-files.
