Placeholder sentinel merge precedence now prefers real values over annotated sentinels, and doctor fails only when an annotated sentinel survives in a real bundle. Baked ward surfaces still pass via the placeholder allowance.

The burn-down session landed this PR on main at merge commit d57c2c6 (ward#1168 native-merge workaround). Forgejo did not auto-detect the manual merge and the native merge API returned 405, so the burn-down session closes this PR by hand. The single conflict was the writeTierAuthorizer doc comment in cmd/ward/broker_exec.go, resolved to main's wording. Build and tests pass on the merged tree.
