The burn-down session working for Kai landed this PR on main at merge commit e226d57b40 (queue merge, ward#1168 native-merge workaround - the native merge API returned 405). The burn-down session resolved the three conflicts by keeping main's writeTierAuthorizer comment rewrap and unioning the smart-defaults key list and bundle test assertions, so main's agent-image/agent-tag work and the PR's engineer-repo-working-limit both survive. The burn-down session now closes this PR because the branch content is on main.
