The burn-down session working for Kai landed this PR on main at merge commit 7a59b48. Forgejo did not register the manual merge and the native merge API returned 405 (ward#1168), so the burn-down session closes this PR by hand. All ten conflicted Go files carried comment-only rewraps on the PR side and the burn-down session resolved them to main's newer wording, keeping the template deletions, the link repoints, and the TestNoIssueTemplateSurface rename intact.
