Adds workflow-seed guidance so pull-request runs write a concise PR body instead of leaving it empty.

  • asks for a short paragraph or two and a small bullet list
  • applies to both pull-request and pull-request-and-merge lanes
  • keeps the closing trailer and director workflow marker intact
