The burn-down session working for Kai landed this PR on main at merge commit da115f5, carrying the branch's generate-runner-token leaf and the read-only exec-gate path plus main's newer comment rewraps. Forgejo did not register the manual merge and the native merge API returned 405, so the burn-down session closes this PR by hand (ward#1168 workaround).
