Problem

PR #886 (Goose engineer can answer in logs and exit clean without carrying the issue) is open from a previous run and is not mergeable against current main:

The PR body says it closes #697 and tightens the Goose engineer launch/seed path so clean no-outcome exits become failed issue comments. A scratch inspection shows the branch touches agent launch/dispatch/reservation/reaper files, fleet generated KDL, forge/tracker files, and docs. This is a PR-branch repair task, not a fresh implementation.

Do

Start from PR #886's existing branch.
Merge or rebase current main into the PR branch.
Resolve conflicts while preserving the intended Goose/no-outcome failure behavior.
Be careful around newer main changes in dispatch broker, reservation, reaper, tracker split, role overlays, and fleet config.
Run ward exec test or the narrowest credible ward test set plus touched package tests.
Push the repaired branch so PR #886 becomes mergeable again.
Add or refresh WARD-OUTCOME: merge-ready metadata only after validation passes and the PR is mergeable.

Acceptance

PR #886 is mergeable against current main, or the PR thread names a specific blocker that is not stale conflict state.
