Remove ward agent director consult from the pre-release surface:

  • Remove the interactive consult command and supporting code.
  • Remove docs/tests that advertise consult as a director mode.
  • Keep director heartbeat, engineer dispatch, advisor dispatch, and triage behavior intact.

Rationale: consult is useful, but it is a standalone interactive workflow. The release core should focus on director dispatch and headless lane behavior.

The cut was straightforward once the consult command was isolated. The only surprise was that the repo-wide test target already fails in unrelated ollamaprobe and opencode packages, while the focused cmd/ward package test passed, so confidence in this change is high but the broader suite still has pre-existing noise.
