Problem

PR #1426 for #1423 closed unmerged even though its required test run passed. The PR body carries closes #1423, but the linked issue remains open and the fix did not land.

Evidence:

The original #1423 engineer is still running and cannot be steered by comments; this issue is the durable recovery trail if that run does not resolve the closed-unmerged PR itself.

Acceptance

Reopen PR #1426 once the guard allows it, or recreate the same focused fix on a new PR if reopening remains blocked.
Confirm required checks are green on the recovered PR.
Merge the fix so #1423 closes, or leave exact blocker evidence.
