Fix smart-defaults generated asset drift after defaults source change #1321

ward PR 1319 for the release-flow contract is blocked by existing smart-defaults drift after ward#1318 landed.

Evidence from ward#1315 / PR 1319:

  • PR 1319 head: 5dbe6fc98bf1abcf077baa64840c8ef55a8cf8eb
  • PR check: test / test (pull_request) failed.
  • The engineer reported ward exec test fails locally on:
    • TestDefaultsAssetMatchesCanonicalSource
    • TestBakedSmartDefaultsMatchesCanonicalSource
  • The failure appears unrelated to the release-workflow edits, but it blocks the release-flow fix from merging.
  • The earlier source-of-truth issue ward#1312 is closed, and no open dedicated defaults drift issue was found.

Please repair the generated/defaults asset drift so ward exec test and the PR check pass, then leave final PR/check evidence. This is blocking ward#1315 / PR 1319.

The canonical smart-defaults source is back in sync with the baked defaults asset, so the embedded fallback parses cleanly and the drift checks stay green.

Confidence: high.
Surprises: the baked parser fails closed without the repo-authority block, so the source file had to carry that block too.
Follow-up: director merge sweep can land PR 1325 once policy and queue allow.

QA/ops verification: current main already contains the defaults-drift fix. PR #1325 is now an empty-diff PR against main, the retriggered required check run 8359 is green, and focused verification on origin/main passed: go test ./cmd/ward -run 'TestDefaultsAssetMatchesCanonicalSource|TestBakedSmartDefaultsMatchesCanonicalSource' -count=1.
