Removes deployment policy from cli-guard while preserving its reusable ordered step sequence and explicit response threading.

  • Removes compensation, canary polling/verdicts, and automatic rollback from Guardfile, stepflow, HTTP, and exec action surfaces.
  • Legacy compensate and canary guardfile nodes now fail closed with explicit migration diagnostics; dry-run, describe, docs, and API snapshots no longer present them.
  • Tests: make test, make build, make vet, make lint, make tidy; local MkDocs build could not run because MkDocs is absent from the container.
