Goal

Generalize the precompiled model (piloted on o2r) across the fleet, into the single Homebrew monorepo.

Work

One Homebrew monorepo, per-owner Scoop - all brew formulae live in coilyco-flight-deck/homebrew-tap (stood up in #6). Scoop keeps owner-scoped buckets: coilyco-bridge/scoop-bucket (exists, coily) and a new coilyco-flight-deck/scoop-bucket (#7, flight-deck tools).
Cross-repo precompiled-formula bump action - delivered in #14 (built and piloted on o2r). Every migrated tool here reuses it unchanged.
Migrate coily + repo-recall - move their release pipelines from windows-only + build-from-source to full 3-OS precompile, move their formulae into coilyco-flight-deck/homebrew-tap, move repo-recall's scoop manifest from the bridge bucket to the flight-deck bucket.
Retire the archived coilysiren/homebrew-tap.

Depends on

o2r pilot (#3, #6, #7, #14) proving the shape end to end first.

Part of the o2r packaging epic (#5).
