Goal

Stand up the flight-deck Scoop bucket and add o2r's manifest. Replaces coilyco-bridge/scoop-bucket#13, which was filed against the wrong owner (o2r is a flight-deck tool, so it belongs in a flight-deck bucket, not the bridge bucket that packages coily).

Work

Repo - create coilyco-flight-deck/scoop-bucket (sibling to the flight-deck homebrew-tap, #6).
Manifest - bucket/o2r.json modeled on coilyco-bridge/scoop-bucket/bucket/coily.json: 64bit + arm64 pointing at releases/download/v$version/o2r-windows-{amd64,arm64}.exe#/o2r.exe, bin o2r.exe, checkver on releases.atom, autoupdate hash from $url.sha256.

Depends on

#3 publishes the o2r-windows-<arch>.exe + .sha256 assets autoupdate reads. Do not hand-edit version/hash.

Part of the o2r packaging epic (#5).
