Draft recovery surface for #653.

The retained branch contains the complete deploy-runner OCI work plus the broader standalone-registry retirement. The contained sibling branch was anchored before cleanup.

Known state:

  • The branch conflicts with current main.
  • Validation was not rerun during metadata triage.
  • This PR makes repair and review explicit. It is not merge-ready.
