Closes #950

Moves deployment-owned current role snapshots and their generated inventory out of public AOS while retaining the reusable, harness-neutral capture, schema, validation, and comparison engine.

Also accepts additional verified roster-owned skills, such as eval-role-comms, as role skills instead of assuming every role-owned skill starts with role-.

The authoritative snapshots move to coilyco-bridge/agentic-os-kai#843. Merge this PR first.

Validation:

  • ward exec test: 523 passed
  • ward exec pre-commit-all: passed
