Summary

Treat an absent registry manifest as a checkpoint miss so a first-time draft proceeds to Buildx.
Preserve idempotent skipping for an existing matching manifest.
Avoid an empty-alias array failure under Bash strict mode.
Exercise missing, matching, and mismatched checkpoint behavior through the owning script.

Validation

ward exec test -- tests/test_dev_base_publish_workflows.py, 10 passed.
ward exec repo-test-gate, 622 tests and the full pre-commit suite passed.
