Closes #859.

Summary:

  • Add one AOS-owned role-to-model-class inventory policy with fail-closed validation.
  • Validate every checked-in snapshot before filtering aggregate role reports.
  • Generate the role reports and cross-role index with explicit measurement scope and runtime-boundary prose.
  • Preserve Director, Strats, and Ops low-context snapshots as independently valid evidence.

Validation:

  • ward exec gen-context-budget-role-reports -- --check
  • ward exec test, 615 passed
  • ward exec pre-commit-all
