Packages the hook suite as aos-precommit with an independent aos-precommit-v* release train, tag-derived consumer pins, Forgejo release and mirror wiring, and updated release documentation. The branch is refreshed from current main and retains the dev-base Git LFS fix needed by its CI build.

This revision addresses independent QA findings:

  • narrows release impact to the published hook runtime closure, excluding Ward-only validators, dogfood-only utilities, and the rollout helper
  • compares consumer pins with the latest full aos-precommit-v* tag instead of the intentionally lagging pyproject version
  • adds manifest-alignment, negative classifier, and shell diagnostic regression coverage

Validation: ward exec repo-test-gate passed with 627 tests, 2 expected skips, and the complete pre-commit catalog.
