Closes #807

AOS now owns verified Git catalogue hydration, deterministic local manifests, native Claude and Codex MCP projection, and per-server Codex approval policy. Standalone container bootstrap uses the same AOS projector and absorbs the legacy Agent Compose managed block.

Validation:

ward exec aos-test

ward exec pre-commit-all
ward exec repo-test-gate (618 tests passed)

Move verified catalogue caching, local manifest emission, native MCP projection, and Codex approval policy behind the AOS CLI. Reuse the projector during standalone container bootstrap and document the new ownership boundary.
