Closes #668

Summary

  • Add a portable tooling-image-zoom skill with per-skill source URL and MIT license metadata.
  • Add a deterministic ImageMagick crop helper using normalized coordinates.
  • Add ImageMagick to the shared dev-base core image and verify it during the image build.

Verification

  • ward exec test: 524 passed
  • ward exec pre-commit-all: all hooks passed
  • Real 200x100 to 100x50 crop round trip: passed and visually inspected
