The dev-base tier graph now preserves the Rust native dependencies in the full compatibility image, and its publish verification now exercises both the Rust specialist and the shipped full tag across amd64 and arm64. This closes the source-to-image gap that left the prior published tag without Wayland and XKB development headers.

Verifies package presence, pkg-config, and a Wayland/XKB compile smoke test on both published surfaces.
Documents the two-tier verification contract.
Validation: ward exec test -- tests/test_dev_base_image.py tests/test_dev_base_publish_workflows.py and ward exec pre-commit-all passed.
