This narrows the release workflow so tier-specific reruns can revalidate one closure without forcing the final release job to wait on skipped siblings. The release gate still runs for tier=all, so required image availability remains the promotion gate.

  • ward test -- tests/test_dev_base_publish_workflows.py
  • ward pre-commit-all
