This decouples release branch promotion from draft dev-base publishing. promote.yml now runs the repo gate and fast-forwards release only. A new dev-base-publish.yml workflow publishes the draft image family after the promoted SHA lands on release, and the release docs now describe the split path.\n\n- Promotion is no longer blocked by registry or build flakes.\n- Draft image availability is tracked separately from branch promotion.\n- release.yml remains the no-retest publication retry path.\n- Tests: ward exec test, ward exec pre-commit-all.\n\ncloses #564\nward.workflow: pull-request-and-merge
