This patch makes the repo gate less sensitive to cold pre-commit env setup and keeps Telegram notification outages from reddening an otherwise-good job.

That keeps main and release CI focused on the actual build and test result instead of cache misses or alert delivery.

Caches ~/.cache/pre-commit in ci, mirror-to-github, promote, and dep-bump
Marks Telegram alert steps continue-on-error: true
Notes the alert policy in docs/telegram-ci-alerts.md
