Updates the tooling-sidequest skill to match ward's current issue-create and dispatch surfaces.

The skill now teaches the positional ward ops forgejo issue create <owner> <repo> form with --body-file, and the dispatch examples now use warded engineer <ref> instead of the stale Claude/Warp Preview ward agent claude work ... --new-tab flow. I also updated the fan-out procedure so the multi-repo children follow the same warded engineer surface.

removed stale --repo and --new-tab instructions from the skill docs
aligned the sidequest procedure with ward's current Forgejo CLI shape
kept the completion contract unchanged
