Closing: superseded by the reshaped scope of #438. This PR restored the roles.kdl overrides but added a regression guard to the ward-specs validator/test, which #438 now instead removes (the exact-match validator + test are being deleted and the release tar list wildcarded, per the too-brittle directive). #438 is being redispatched to do the override restore + brittleness removal as one coherent PR, so this half-superseded branch is dropped rather than landed-then-partially-reverted.
