Tier A of #96 (active-tier self-validation).

Adds .agents/skills/categories.yaml, the role: thin 1/4 cap plus agents-/models- prefixes, wires validate-skills into the local dogfood block, trims tooling-warp and tooling-skill-authoring under the cap, de-links one stale cross-repo ref, and exempts references/ in check_skill_flatness. Deferred-hook compliance continues under #96.
