Fresh Bash and Zsh sessions currently hardcode HOME/projects while Warp and PowerShell honor WARP_STARTUP_DIR. Make shared shell startup use the same absolute local override with the projects root as fallback. Add tests and update shell startup documentation. Keep repository enumeration roots unchanged.

workflow: pull-request-and-merge | WARD-OUTCOME: done | review verdict: pass | confidence: high | Review summary: PR #695 makes fresh Bash and Zsh sessions honor WARP_STARTUP_DIR while preserving the projects-root fallback and leaving repository enumeration roots unchanged. The refutation pass found no correctness, security, config-placement, or documentation mismatch. Focused startup tests passed 2 of 2, the changed shell passed focused ShellCheck, and all other pre-commit hooks passed with the documented Windows-only skips.
