AOS #657 and infrastructure #607

Goal

Commit the readable AGENTS context inventory as a reviewable pre-rollout baseline instead of leaving the only report in temporary storage.

Provenance

The baseline uses the committed AOS substrate manifest and an owner-qualified transcription of the current legacy managed-repo list. Infrastructure #607 still owns the canonical fleet manifest, so the snapshot must state that limitation and retain unknown visibility or missing-root findings rather than presenting a check-mode pass.

Acceptance

A generated Markdown snapshot is committed under docs/.
The inventory documentation links the snapshot and explains how it was produced.
The generated over-cap artifact has a narrow documented layout exemption.
Documentation and repository validation pass.
