The hook rollout helper strips managed repository entries before it refreshes the current marker block. Since standard hygiene repositories moved inside that block, the cleanup deletes the first end marker, leaves the old aos entry in place, and appends a duplicate block at EOF. This malformed ward pre-commit config while trying to consume the Windows TruffleHog fix. Acceptance: refresh an existing managed block in place, remove stale managed repositories only outside that block, preserve repository-local hooks, and cover the ward-shaped config with a regression test.
