ward.workflow: pull-request-and-merge

Closes #611.
Closes #613.
Closes #511.
Closes #521.

The dev-base graph now keeps every language image as a direct child of core. Core owns the shared Node-backed harness and operational surface, the standalone agent and ops images are retired, lang-python joins the family, and full remains the compatibility fan-in.

Validation:

  • 485 pytest tests pass
  • pre-commit run --all-files passes
  • the complete local image family builds successfully
