This rebases the dev-base publish retry/resume fix onto current main after #574 landed the retag wait. The branch keeps both behaviors: tier resumptions skip already-published checkpoints, and release retagging still waits for each draft source tag before promoting.

  • What changed: workflow inputs and helper checkpoints for resumable publish, plus the retag wait path from #574.
  • Why: PR #577 conflicted after main moved, so this branch restores the combined behavior on current main.
  • Tests: ward exec test -- tests/test_dev_base_image.py tests/test_dev_base_publish_workflows.py and ward exec pre-commit-all.

Supersedes #577.
