Derived from issue #377 and docs/dev-base-image-tiering.md.\n\nScope: replace docker/dev-base/ci-pinned-tag.txt with a manifest that maps logical image classes to full image refs, keeping the same release tag across the family. Update the docs and any local consumers that read the pin file.\n\nDo not add runtime fetching. The manifest remains authored here and rolled out as literal refs.
