Advances #150 without closing it.

Adds a repository-owned Ward verb and script for rendering all eight Core Roster evaluation packs into an explicitly selected empty directory. The command never removes existing evidence.

Validation:

  • two independent renders from canonical main df58c30 are byte-identical
  • eight packs contain 96 total frontier and OSS cases
  • ward exec test passes, including release-impact, packaging, actionlint, shellcheck, and the full pre-commit suite

No model responses or reviewer scores are included. Exact-model execution and independent QA remain the next evidence gate.
