Closes #206.\n\nDirector is frontier-only. Outreach and Sales are foundational with frontier and commodity lanes. The model-tier reference now matches the owning KDL.\n\nValidation:\n* ward exec lint: passed\n* ward exec pre-commit: passed\n* ward exec test: Go and packaging checks passed, then the aggregate scorecard gate stopped on the pre-existing stale content-codex.yaml pack digest from the newly merged content pack
