Outcome

Align the Core Roster model-tier policy with the accepted role classification.

Director is frontier-only.
Outreach is foundational and supports frontier plus commodity.
Sales is foundational and supports frontier plus commodity.

The role KDL fragments remain the owning configuration. The human-readable model-tier matrix mirrors those declarations.

Acceptance criteria

Director declares only frontier.
Outreach declares frontier and commodity.
Sales declares frontier and commodity.
docs/model-tiers.md places Outreach and Sales in the foundational category and no longer describes them as frontier-only.
Evaluation-pack compatibility and disabled-lane output derive from the updated KDL.
Repository validation passes through declared Ward verbs.
