Add docs/FEATURES.md enumerating this repo's top-level capabilities as flat bullets. The daily-backlog Step 0 unscoped-feature-drift heuristic (coilysiren/coilyco-ai#230) greps this file alongside README.md, so anchors should be concrete nouns (commands, endpoints, subsystems), not marketing copy.

Format:

  • Flat bullets, one per top-level capability.
  • Voice-rules-compliant prose (no em-dashes, no italics, no semicolons in prose).
  • Concrete anchors: command names, endpoint paths, subsystem names.

Closes when docs/FEATURES.md lands in this repo and the matching checkbox on coilysiren/coilyco-ai#232 is ticked.
