Repo is missing committed .claude/lockdown-deny.sh and .claude/settings.json, so a fresh clone has no PreToolUse hook wired up and falls back to permissive defaults. Add both files (coily-managed, regenerated via coily lockdown --apply --replace) so the lockdown delegates to the coily hook with the shared cli-guard route table. Refs coilysiren/coily#248 + coilysiren/cli-guard#74.
