Migrate this repo's command allowlist from the legacy .coily/coily.yaml to the canonical .ward/ward.yaml ward gate.

Additive, reversible: .ward/ward.yaml mirrors .coily/coily.yaml; the .coily file stays as the fleet-wide transition bridge until the ward binary is everywhere. Two-file rollout: agentic-os-kai#480.
