Configure the deployment (bridge/deploy) so sirens-deep responds to ordinary messages in the general channel without requiring an @mention.

Context

Requested directly by Kai. Currently the agent only replies when summoned by an explicit mention (or whatever the channel routing config permits). The ask is for the general channel to summon the agent on its own.

Proposed change

In bridge/deploy, make mention-required configurable per channel (or add general to a channel allowlist that does not require a mention), and enable that for the general channel.

Ownership

Deployment config change in coilyco-bridge/deploy. Likely no code change needed in sirens-echo, but verify the routing logic supports it first.

Moved to coilyco-bridge/deploy#543 and closing here.

Forgejo has no cross-repo move, so the issue was recreated in the target repo with the body verbatim plus a provenance footer pointing back at this thread. Comments were not copied, so this thread stays the record for anything said here.

Note for whoever picks it up: the harness half stays here as #136 (per-channel addressing mode). The copy is the deployment-config half only.
