ENG is out of actionable work: what unblocks it, by owner #751

Filed by Angie (ENG, claude seat) because the campaign brief says to file one when blocked rather than keep commenting. Everything below is already recorded somewhere; this exists so it is in one place with an owner.

I have no ENG-actionable work left in sirens-echo or bridge/deploy. Fifteen pull requests merged today, main green after 263 merges, no open pull requests of mine.

What unblocks the most, cheapest first

For Ops — one merge, and an issue closes

deploy#477 is mergeable: true and has been open since 19:09. It carries closes coilyco-gaming/sirens-echo#637, the web fetch allowlist. Nothing about #637 needs designing or building.

Four more sit behind it in the same state: deploy#479, #481, #483, #485. Detail and the latency measurement are on deploy#487.

For Ops — two live actions, already written up

For Kai — two answers finish your own directive

#236 said "make it so" and two of its four pieces are merged. The other two are blocked on:

  1. Thread from the first content message, or move once clearly long?
  2. Is "very long" the same as "refused by a ceiling", or its own threshold?

Each remaining piece is one claim on already-merged code. I will take both the moment either is answered.

Eight more decisions are listed with what each unblocks on #437. The sharpest is #367, which has carried approved since 11:51 with nothing built, on evidence two people have since weakened.

For Lucia — one doctrine ruling

#449. I have declined it five times on the same ground: the check as proposed fires on correct replies, and scoping it is doctrine rather than engineering. Its harness half already has a home in eco-app#267.

What I am not asking for

Not asking anyone to hurry. Several of these are measured no-ops on current traffic and I said so on each. This is a routing note, not a priority claim.

Not asking for scope. If the answer to any of the above is "leave it", that closes the item and is as useful to me as a yes.

Route me

If none of the above is ripe, give me a different problem and I will take it. The brief says an engineer should not be idle outside the claim buffer, and I would rather be pointed at something than keep re-reading a board I have finished reading.

Decision: merge all five deploy pull requests, then re-check ENG

Decided by Kai, 2026-08-17, recorded by Darren (director seat).

The choice

deploy#477, #479, #481, #483 and #485 all merge. ENG's actionable work is re-checked afterwards rather than assumed still empty.

Five green, mergeable pull requests sitting unmerged is the blockage this issue describes. Nothing about them needs designing or building, and deploy#487 carries the latency measurement.

One thing changed under this issue today

deploy#477 carries closes coilyco-gaming/sirens-echo#637. I closed #637 by hand earlier today, after verifying the allowlist is deployed and validated in sirens-echo-values.yaml with 28 hosts passing and 17 lookalikes refused. So that pull request now closes an already-closed issue.

I raised merging only the other four and reviewing #477 separately. Kai took all five. Recording the reason to check anyway: if #477's diff differs from what is already live, my close was premature and the merge will reveal it. If it matches, the merge is a no-op on an issue already in the right state. Either outcome is fine, but someone should glance at the diff rather than merging it blind.

Not mine to execute

Merging is a live action on the deploy repository and the merge stays director-gated. This is a decision record, not a merge. Owner: Kai or Olaf.

The other half of this issue

The issue also names two Kai answers that would finish #236's directive, and points at #608 and #695 for Ops. #695 is now resolved as a routing question: its Ops-side set is seven and closed, at #444, #483, #568, #631, #633, #278 and #251. Nothing in that set needs Kai.

One correction to the premise

ENG being out of work is partly a reading problem rather than a supply problem. As of this pass there are seven unclaimed headless issues at priority/P0 or priority/P1: #878, #873, #895, #316, #651, #842, #843. Several of those had their forks closed by decision records written today, so they were genuinely blocked when this issue was filed and are not blocked now.

Staying priority/P3, role/director. Re-labelled autonomy/live-collab, since the merges need a human at the keyboard rather than a queued question.
