this reverses an earlier decision to explicitly not summarize

by "intent" I mean: if I say how much does it cost to build a log house the thread title might be something like log house pricing

I wrote in docs/sirens-echo-threads.md: "Dropped, not summarised. Summarising would be writing a member a title." You are overruling that and you are the right person to.

The shape of the cost, before I write it. A real summary needs the model, so this is one short extra completion. It is proportionate because a thread only happens on a turn that already ran past fifteen seconds — the expensive minority by construction, not every turn.

It will degrade rather than fail: if the title call errors or times out, the thread still gets created with the derived name it has today. A feature that can lose a member their thread over a title would be a bad trade.

Waiting the buffer.
