docs: strip archaeology from turn-stages and the content gate c14cf99b6a

turn-stages opened on the two unmeasured intervals rather than on the
stages, and carried the reversal history of the account-id attribute and
the eighteen-percent delivery-rate misreading. content-gate opened on the
taxonomy nobody read at runtime.

Every property survives: the check order and its closed set, the settle
wait, thread-versus-channel resolution, what reaches a prompt, the two
discord_failure populations, the broken-gate posture, sensitive winning
ties, and every bound on what a block may say.

docs: cut whole subjects from mentions, eval, issues, and testing 93a0b0f054

issues carried a section on reviewing a model-authored claim that is
general agent doctrine rather than anything this service does. Deleted.
eval carried a point-in-time coverage measurement of a gap #846 already
tracks, plus a second retelling of the mechanical-scorer deletion the
linked post covers. testing kept its sweep rules and dropped the argument
around them.

The budget section listed every raise and drop with its byte delta, which
is the commit log rendered into a doc that has to be edited by hand every
time a number moves. The rule stays: record the raise in the commit that
makes it. prompt-is-not-a-secret, the reasoning-budget failure, and the
org relationship keep their rules and lose the narrative around them.

Admission control does not own rate-pack semantics. rate.md already said
errors leave the denominator, so the section was a second telling on the
wrong page: the one fact it had that rate.md did not is the warning name,
which moved across in a sentence. The bucket-eviction defect keeps its
rules and loses the retelling.

Four pages explained a field by narrating the span it replaced. The
fields, their closed sets, and what each separates all survive; the
before-state does not. Also drops the name-matching first version of the
config.go guard, which the inverted rule already supersedes.

The docs band is saturated: four pages at their cap, and no room for a 41st page either #1009
