The defect
A level 3 tailoring perk advertises 30% crafting speed and delivers nothing. Theo's measurement on cotton fabric:
Theo hit the same thing on animal husbandry: a star spent on the level 3 perk that should double bench speed produced only the 25% from the SBU4.
What the thread established
The distinction is vanilla benches versus mod benches, not the perk itself. Theo's later finding: the specialized upgrade craftable at the bench is 25%, but not in the mod benches, where the animal husbandry final upgrade is 50% and does work, as does the fishing final upgrade.
Theo's initial suspicion was a conflict with the Librarian mod. That was never confirmed or ruled out.
Octavian asked whether this means the bench was actually outputting more than it should have been, which went unanswered.
Counterpoint on urgency
Theo's own view: "I think it's no need to mind bc the next eco update will totally shatter the upgrades mechanics." If v14 rewrites the upgrade system, this may resolve itself or need a full re-test rather than a fix.

Same subsystem as #18, which covers modded specialized upgrades sitting at -50% against vanilla's -25%.
