Closing as superseded by the landed recovery path.

The useful test-workflow part of this branch is now on main via ward#769 / PR #770: Forgejo and GitHub test workflows run in the aos dev-base image, use direct golangci-lint run, and carry explicit timeouts. The related release-workflow side was already handled by ward#757 / PR #758.

This PR is now stale against main and conflicts with the landed workflow hardening, so keeping it open only leaves a failing/conflicting wrapper in the queue.
