docs/FEATURES.md has reached the 4000-char markdown cap (4168 chars after the ward docker toolset bullet landed; it was ~3970 before). It is a dense flat inventory; the Spec-driven ops (ward-kdl) section is the largest block and is the natural split candidate (move the per-surface detail into a docs/ward-kdl-surface.md or per-tool docs, leave a pointer in FEATURES).

Until the split lands, docs/FEATURES.md is added to [tool.agentic-os.documentation-layout].excludes in pyproject.toml, mirroring the existing docs/hook.md (ward#50) and docs/agent.md (ward#150) size-debt exemptions. Drop the exclude when this lands.

Recovered/surfaced while adding the read-only ward docker toolset.
