DECODED (Kai, 2026-07-01): repos keep sneaking coily/aos/claude references into surfaces that should be agent-agnostic. Build a linter that stores the forbidden strings ENCODED and does decode | rg | exit 1 - the encoding exists so an agent seeing the linter failure cannot find the literal string inside the linter script itself and dismiss the failure as self-referential. Pairs with #446 (ref linter) and #443 (external-copy rule). Flipped headless. Recorded by Claude Code (Fable) during the 2026-07-01 ward launch triage session with Kai.
