Problem

After coilyco-flight-deck/ward#1464 landed feat(config): add runtime config drop command on main at commit a26c8839, the Forgejo Actions promote run failed.

Observed from the read-only burndown surface on 2026-07-28:

run 12459 (#2490) failure promote.yml push main "feat(config): add runtime config drop command"
run 12458 (#2489) failure release.yml push release "Merge remote-tracking branch 'origin/main'"\nrun 12457 (#2488) success promote.yml push main "Merge remote-tracking branch 'origin/main'"\n```\n\nThe feature appears merged and the issue thread for #1464 is closed by the commit trailer, but the engineer container was still active and had not posted its final workflow comment at the time this issue was filed.\n\n## Desired outcome\n\nDiagnose run #2490 and determine whether the failure is caused by the #1464 change, an existing release/promote runner condition, or external infrastructure state.\n\n## Acceptance\n\n- Record the exact first actionable failure from run #2490.\n- If local repository evidence proves a code/config fix is needed, implement it and land through the normal Ward workflow.\n- If the failure is live-runner or external-state only, leave a clear operator checkpoint with the exact run URL, local proof state, and requested verification.\n- Do not repeatedly push to probe live CI. One locally grounded corrective push is acceptable only if the repo evidence proves it.\n- Cross-link coilyco-flight-deck/ward#1464 in the final note.\n\n## Context\n\nThis was surfaced during an autonomous Ward burndown focused on UX-safe changes. The recovery path should be conservative because Ward is already under a stability-focused burndown constraint.

WARD-WORKFLOW: reservation-held

reservation details

Holder: launch intent for container engineer-codex-ward-1595 on host 89600efad9e2.

Accepted by ward agent --harness codex (reserved 2026-07-28T09:03:10Z). Concurrent ward agent runs are blocked until this intent becomes visible or the intent is released. The stale-intent fallback is still TTL-bounded (3h TTL). --override-reservation overrides.

Do not comment on or edit this issue to steer the run while it is reserved. The engineer seeded the body once at launch and never re-reads it, so a comment or edit reaches only human readers, never the running engineer. A correction goes to a new issue, dispatched fresh. That is the only channel that reaches a run in flight. Where the forge supports it, ward locks this conversation to make that a road-block rather than a convention (ward#494).

run seed context — what this run is carrying (ward#609)
  • Resolved: coilyco-flight-deck/ward#1595 · branch issue-1595 · harness codex · workflow merge-remote-main
  • Run: engineer-codex-ward-1595 · ward v0.823.0 · dispatched 2026-07-28T09:03:06Z
  • Reservation: held
  • Comment thread: 0 included in the pre-flight read, 0 stripped (ward's own automated comments).

Static container doctrine and seed boilerplate are identical every run and omitted here (they ride ward v0.823.0).
