Parent goal: #1574. Ward commit 0279c10e5d passed the source promote gate and triggered release run https://forgejo.coilysiren.me/coilyco-flight-deck/ward/actions/runs/2469. The release job passed, promote-draft-assets failed after three seconds, and Tap plus Scoop jobs skipped. The guarded Actions log route returns 404, so the failure is visible only in live CI state. Operator evidence needed: inspect job promote-draft-assets for run 2469 and return the first failing step, first actionable error, and whether the failure occurs before any stable asset upload. Do not expose tokens or raw secret-bearing environment. If the supported log path is still absent, link the observation to infrastructure #602. Engineering must not push another release fix until this evidence identifies a repo-grounded cause.

Additional read-only evidence: stable release record 2123 for v0.824.0 remains draft and has no assets. The promotion therefore failed before any stable asset upload. The only missing evidence is the first command-level error from promote-draft-assets.

Closing this point-in-time release incident as historical evidence rather than durable backlog work. The remaining concrete release-pipeline migration is #1492.
