Stabilize async broker visibility failure tests

Stabilizes detached broker launch-failure coverage by waiting for the persisted terminal artifact rather than transient recovery signals. The production failure path now writes that terminal artifact before externally visible recovery work, so a director cannot encounter an in-progress summary after failure observation.

Poll the terminal summary with a bounded deadline in both visibility-failure tests.
Preserve prompt broker detachment while closing the artifact ordering gap.
Verified with four full guarded ward exec test runs and ward exec vet.
